Membrane design, although that is relatively cheap and easy in the montage process, not always is the optimal solution. Still very popular is micro stick based design.
It's a little more difficult in mechanical application ( precision PCB positioning is necessary, proper busk of case holes or in the front panel are needed as well).
For that kind of solution, several reasons may speak:

Often it's easier and cheaper to place micro sticks in the stage of electronic plate. Especially when the device has a specialized application and will be not be produced in high series. In that situation, the project and production of individual keyboard module can be too costly.
Successive versions in fact need new PCB board design. It's not advantageous to bind our attention on the separately designed membrane keyboard circuit ( add or change the position of keys). Case lifting often also requires, redesign of the keyboards parts.
Microswitches of most producers are not too persistent, but elements sold out and exchange of single switch does not make any trouble.
